Governance/Operations

We publish a 0–100 Chain-Health score that continuously reflects operational integrity and liveness:

• Inputs (non-exhaustive):

  • Sequencer uptime and inclusion latency  

  • Delayed inbox depth and time-to-force-include  

  • DAC quorum freshness (AnyTrust)  

  • Anchor lag to parent chains (L3→L2/L1)  

  • Active disputes and resolution times

• Programmatic outputs:

  • /oracle/chain_health → current score and components  

  • /stream/chain_events → live events (sequencer failover, DAC quorum dips, force-include triggers)

• Operational SLOs and triggers:

  • Score <70 → alert and investigation  

  • Score <50 → automatic sequencer rotation to hot standby  

  • Score <30 → rollup fallback activation; public post-mortem
